Non-humans (shifters, demons, those with powers, vampires, faeries) and magic have always existed on Earth, but never has there been such a large dimension disturbance, and now, dragons have made their way back to Earth and integrated into our society.
Earth, 2012, Dec 21st. A portal between worlds opens up, courtesy of the accurate visions of an insane King. Elen Galad - A medieval world on the brink of destruction. Refugees pour into every Earth continent before their planet is destroyed, blown into dust by a collision from a dwarf planet thrown off course. Governments keep them under lock and key in camps and underground facilities until they can decide what to do with them. Various inter-dimensional disturbances change the Earth's landscape...forests spring up in strange places, mountain ranges grow larger, sentient dragons and hungry demons escape into the land. It is many years before the refugees are given their freedom and the American government starts to attempt to integrate them into society.
Los Angeles, 2024: Elen Galad refugees are settling into their new home with government allowances. Many shun technology such as phones and television, cars and modern music devices. Some live in medieval villages outside the city, others try to integrate into human society by becoming American citizens. Others teach of their culture and sell their wares in the street marketplaces. Business-minded dragons find employment and become part of society while the government continues to cover up the existence of magic and 'abnormal' creatures. Shadow-demons, monsters and wild dragons hunt the forests outside Los Angeles, and only air travel is safe - flying is now much cheaper. Crime rings and billionaires operate in the seedy underground and the corporate world of the city, and not all are quite human; drugs, slave rings and the trade of magical artifacts are not uncommon. Some dragons hide in human form, even though the world knows they exist. Vampires, shifters, witches - hidden from the world unlike dragons, but not from the Government which has made it Law to keep their 'non-human nature' a secret. The Government has secrets, and not all are treated equally. Yet the world goes on, and humans stubbornly cling to their ideals and their lives.

:.: Non-humans and magic users - those with powers or genetic coding different from our fellow humans - must always stay hidden. The American Government is watching you.
:. Non-humans and magic users must never hide from the Government. America strives to help you and keep peace.
:. Dragons must never feed on humans or destroy human property. America offers you citizenship, and you must follow human/American law.
:. All magic artifacts must be handed over to the government.
:. Refugees from Elen Galad are encouraged to become American citizens. We will not force this upon you, but you must follow American law, even if you live in a 'medieval' settlement outside the city. We all pay taxes.
:. Americans must not shun native Elen Galaders. We are a multi-cultural society.
:. Slayers and hunters employed by the Government, human or otherwise, must keep their demon-hunting activities secret from the public, and you must only report to your superiors.
:. Los Angeles is surrounded by mountains and almost impenetrable forest. We are isolated. We recommend that you use the air travel available - we cannot help you if you go against our recommendations and become stranded in the forests.
:. If you are stupid enough to enter the forest, take out the highest possible insurance. This is costly. We warned you.
